The study was conducted by surveying 515 elementary school teachers with a questionnaire titled “The Survey of Teacher Leadership of the Grade Directors in Elementary school in Taipei City” developed by the researcher. The data was analyzed using SPSS Version18.0 for Windows for descriptive statistics, t-test, one-way ANOVA , and Scheffe's. The analysis of the results is as follows: 1.The elementary school teachers have medium high recognition to the current status of the teacher leadership of grade directors. 2. The elementary school teachers have medium high to high levels of recognition of the importance of the grade directors’teacher leadership.. 3.The elementary school teachers have high recognition to the current status of the function of grade directors. 4.In the current status of the function of grade directors, the highest recognized function of “teaching leadership”is “to lead and develop the teaching activities of the grade”. 5. In the current status of the function of grade directors,the highest recognized function of “professional development” is “to assist new teachers with class management and curriculum teaching”. 6. In the current status of the function of grade directors,the highest recognized function of “organizational operation” is“to promptly deliver the needs and opinions of fellow teachers to administrative staffs”. 7. Different school sizes and backgrounds of the elementary school teachers result in significant difference in their perceptions of teacher leadership. 8.The biggest obstacle to the leadership development of the grade directors is that they have no legal or formal positional power. 9. The best solution to the obstacles encountered by the grade directors is to set up an adequate system to praise the grade directors. Finally, based on the findings and results from this study, the researcher provided recommendations to Education and Administrative Organization, schools administrative units, grade directors, and other researchers in the future.
