碩士 === 東海大學 === 公共事務碩士在職專班 === 101 === This thesis focuses on the discussion and analysis to the subject of food and meal outsourcing task and procedure of a military bases, which is according to the directive of relative outsourcing policy of Ministry of Defense of Taiwan R.O.C. For the purpose of fulfilling the modern demands and the realistic task of rear-service and supply, which also corresponds to the theorem of effectiveness, efficiency, and effect requested by the society nowadays, a better and more effective supporting measure to the National Defense Policy should be proposed. Since the standard of living is constantly improving, the basic daily necessities are competent for most of the civilizations today. Troop resources are diverse while recruiting; soldiers are all coming from various backgrounds. All individuals coming from different stratum of society are expecting satisfactory salary and benefits while recruited by the military, but their expectations might come from different aspects. National defense policy, under a whole people defense and total voluntarism consideration, will lead to the establishment of a voluntary military service in the near future. Under this consideration, the National Defense Policy of Taiwan is aiming at building up a less quantity, high quality, and high combat capability military forces. After taking the condition of national defense budget and policy into account, the Ministry of Mefense has classified its forces and adopted outsourcing policy partially for its non-battle forces and non-core divisions. Food and meal outsourcing, one of all outsourcing items under the whole outsourcing concept, was established and executed with the specific background. After examining current execution of outsourcing details and tasks, all possible and presumed obstacles were carefully dealt with and successfully prevented. For the sake of improvement of the outsourcing details and tasks, this study suggests the solutions to take case of the controversial issues that the outsourcing policy is facing. For the support to the development of National Defense Policy and for corresponding to the variable outsourcing items and configurations in the near future. The author also like, base on the research findings on public management and administrative reform, to draw up an argument and a proposal to balance countermeasures of effectiveness and development continuity, to offer suggests, and for the divisions either currently executing the outsourcing policy or the divisions that are under going.
