The trend of hospital management will substitute electronic with paper-based records. Although many researches promote the use of electronic record, there are few studies that support the practices on any staff of medical work. This study was investigated for understanding the correlation of electronic record effectiveness and risk management of patient record after implementation. This study was designed with a structured questionnaire to measure seven sections of patient record in risk management and five sections of effectiveness of electronic record for the staffs in twenty-six public hospitals. The survey was 96.15% returned from hospital and individual, meanwhile questionnaires were accessed by SPSS 12.0 for statistic analysis. The results show that the time effectiveness of electronic record is just the same compare with published articles. Moreover, a significant difference between staffs and units is referred to the risk management of patient record. In addition, it has all been shown a positive influence of environment, legal, software and hardware devices risk except information risk. Therefore, hospital education on the safety and privacy will be mandatory for electronic health records, however, this study will be contributed to strategy of medical information in Taiwan.
