This thesis portrays a scenario in which the characteristics of hemodialysis (HD) nurses in Taiwan have been a by-product of the indivisible relationships between governmental health authority and professional medical organizations. I interviewed with the people related to the development of HD nursing in Taiwan and examined historical documents to identify the sources of power responsible for the HD nurse staffing. The results illustrated that HD nurses in Taiwan was under multiple organizational structures and multi-tasking while the policies of nurse staffing had changed speedily and were closely tightened by medical payment system. More HD nurses worked in clinics and were with lower education and nursing license.
