Based on its experience, Tzu Chi Foundation advocates permanent housing project, but different NGOs have different ideas. For instance, they suggest the coexistence of the prefabricated housing and permanent housing, the empowerment of indigenous cultures, and integrating it into the plan. This study examines the news of "Morakot News Network" by setting "homeland reconstruction" as the subject. This study uses content analysis to overlook the major concerns and themes of this online civic journalism. In order to have a better understanding, the critical discourse analysis is adopted to explore discursive contents, types of language, and characteristics of ideology. Content analysis found that the major theme of “Morakot News Network”is "redevelopment" (32.85%), but "criticism" is also considerable (25.66%). Regarding news genre, "straight news" accounted for more than half of the coverage (52.76%), followed by "depth reporting" (42.92%). And the evaluation of the Government, 48.68 percent is negative. However, the negative evaluation of the NGOs accounted for only 14.63%. Critical discourse analysis indicates that the reports of “Morakot News Network” reveal the overwhelming criticism of the government reconstruction policy. Through various blogs and the comments of scholars, the ideology of aboriginal perspectives and religious issues is unfolded. Finally, the use of language can be divided into straightforward reporting, sternly criticism, and the simile.
