Incidents of this kind would be prevented provided that the pupils were literally educated with sufficient safety knowledge and rules of water sports. Based on the Theory of Planned Behavior, this study investigated pupils’ water safety knowledge and their water safety behaviors, including their attitude, subjective norm, perceptive behavioral control as well as other demographic factors, in order to explain their behavioral intention about water safety. A questionnaire survey was conducted upon purposive sampling. A total of 600 questionnaires were issued, and 536 valid samples were retrieved. The data were analyzed with SPSS 12.0 for descriptive statistics, independent sample t-test, One-way ANOVA, Pearson Product-Moment Correlation and regression analysis. The related factors and their influences on the behavioral intention were discussed. This study found that: 1) the respondents’ behavioral intention of water safety, attitude, subjective norm and perceived behavioral control have no significant difference, except for the factor of having taken swimming lessons; 2) the elementary school students’ behavioral intention concerning water safety is positively related to their safety knowledge, attitude, subjective norm and perspective behavioral control; 3) integrating the respondents’ water safety knowledge, attitude, perceived behavioral control and subjective norm have positive influences on the respondents’ intention toward safety behavior. According to the results of this study, it is suggested involving the student’s family members, friends, classmates, teachers, or coaches in the physical education courses to enhance the safety outcomes for water sports. This research suggested as well the authority of should actively equip water activities facilities for those remote areas and small-scale schools that having no swimming pools in Hualien County to provide the students a safe water activities environment, and accordingly fulfill their needs of physical and psychological development.
