Taiwan has now become known as an island of knowledge and getting stronghold for the knowledge economy and information technology in the Asia-Pacific region. As such, the information literacy of public officials from all levels of government of Taiwan should be given more attentions, and sufficient trainings need to be provided to develop their skills and knowledge. The legal department is an important agency for law enforcement and hence improving information literacy become top priority. It is imperative to effectively enhance the ability of the public official’s information literacy and improve their self-efficacy. This study employs questionnaire survey method and data is collected using public officials in the legal department as the subject of questionnaire. The purposive sampling of non-random sampling is adopted in the study. Total of 300 questionnaires are issued, 253 are collected. After 10 ineffective questionnaires are excluded, there are 243 valid questionnaires, accounting for an effective response rate of 96.04%. The data collected are analyzed by statistical methods such as reliability analysis, validity analysis, descriptive statistics analysis, independent samples T test, one-way analysis of variance, correlation analysis and regression analysis. Discussions focus on the relationship between public officials’ “information literacy” and “self-efficacy”. The results indicate that there exist moderately positive correlation between public officials’ information literacy and self efficacy. In addition, through multiple regression analysis, all scales of information literacy, including computer skills literacy, intelligence safety literacy, cyber literacy and further education, have positive impact on the scale of self-efficacy. In conclusion, public officials should strengthen their information literacy by absorbing more new knowledge and skills to improve self-efficacy, and cope with fast-changed environment. The findings of this study can contribute governmental performance by improving public officials’ information literacy and self-efficacy. I-jan Yeh 葉一璋 2013 學位論文 ; thesis 110 zh-TW
