| Summary: | 博士 === 世新大學 === 行政管理學研究所(含博、碩專班) === 101 === The trend of change and development around world is to realize governance. Citizen participation is also an important means which public managers use to solve local problems and satisfy public needs.
By investigating a case of Transformation of Night Angelfor in Taoyuan, this study tries to use quantitative analysis, deep interview and Participant observation to explore the service behavior of local citizens autonomous participating in Security Patrol Team.
The research finding shows that the characteristic of public service participation behavior tends to be anti-governmental intervention and is more inclined to be libertarianism. Liberalism which emphasizes the value of equity and the protection of weakness and Utilitarianism which focus on self-interest and result orientation do not feature very largely in this case. In addition, public service participation behavior of local citizens is also affected by project competition and different socioeconomic conditions. In other words, we cannot regard their behavior as realization of public good which communitarianists stress. This study calls it to be combining limited communitarianism with laissez-faire libertarianism.
