| Summary: | 碩士 === 國防大學政治作戰學院 === 政治研究所 === 101 === Due to the global warming and the dramatic weather change in these years, it becomes harder for every country to forecast precise weather; the damages caused by the global warming and weather change are getting serious. Taiwan, located on the subtropical zone and in the junction of Eurasian Plate and Philippine Sea Plate, always influenced by earthquakes and typhoons. From June to November, the strong wind and torrential rain caused by typhoons’ peripheral circulation have caused the severe damages of lives, properties, and production facilities.
According to the report of the National Defense in 2011, the army is one of the crucial elements of the national crisis management. The army must have the ability of the traditional and non-traditional military action so as to cope up with the compound destruction caused by natural disasters. Also, it can implement the idea of joint combat in the rescue. However, relieving disasters can not only count on the military force and equipment, but also depend on the political warfare. With all of the above conditions, the relief mission can be completed with maximum effectiveness.
From the viewpoint of political warfare, this research focuses on how psychological warfare and mass warfare work on. We also talk about how the army plays its political warfare role in assisting military force to complete the relief mission. This discussion will help the army have better efficiency in relieving disasters through the political warfare efficacy. By combining visible and invisible forces power, we can have rapid execution and stronger emotional strength to deal with more compound disasters to assure the national security.
