The purpose of this paper tries to understand the operating performance of the CDFAs in new northern regions. Based on objective empirical data, the relatively inefficient CDFAs should be recommended for further improvement. In this study, CDFAs in 24 villages and towns of the New Taipei City (i.e. formerly Taipei County) from 2007 to 2009 are collected as the sample, and the various financial ratios or indicators are used as our study variables. In addition to using grey relational analysis (GRA) to explore the operating performance, we also evaluate them whether are sustained and stable? The application of stochastic frontier (FRA) and data envelopment analysis (DEA) method are also considered to evaluate operating performance; finally, we use the Spearman rank correlation test to do the performance correlation analysis among the above three methods. The empirical results are showed as follows: 1.Using the gray relational analysis of short-term evaluation, the annual operating performance of CDFAs is persistent in new northern regions. 2.The performance rankings of Grey Relational Analysis and Data Envelopment Analysis (CRS) are highest correlated, followed by the stochastic Frontier Approach, and the data envelopment analysis (VRS) is lowest.
