Summary: | 碩士 === 東吳大學 === 社會工作學系 === 101 === Under the qualitative approach, this study took the child protection social workers who remained in the practical field, as the objects of the in-depth interview. I interviewed 6 social workers, whose seniority in child protection was respectively 1-3years, 3-5years, and more than 5 years. The research outcome was as follows:
1). The child protection social workers worked under the environment full of conflict, contraction, and risk. They needed to be guided by an unequivocal and clear value system, and expected a reasonable institutional arrangement of legal authority delegation, human power, and resource distribution.
2). Beside the improvement of external institutional arrangement, the interviewees desired and appreciated the emotional support from the their supervisor and fellows. Such emotional support helped them construct and search the meaning of child protection work, which can strengthen their willingness of staying in child protection work.
3). The career course of the social workers was dynamic. The workers can learn new things from the challenges, and be gradually adapted to the changes. Difficulties might bring the worker being frustrated and traumatized. However, if the workers were provided with enough emotional support and quality learning environment when they encountered difficulties, they could overcome the problems to develop their own working pattern and gain internal growth.
Accordingly, I offered the following 3 policy suggestions:
1). Adequate Human Power Policy and Preventive Welfare Resource System:
Under the pressure of high case loading, the government should assign enough numbers of well-trained social workers to the child protection sectors. The government should also invest more resources in the preventive welfare programs to provide families the supports in child care. When most families were well-supported, many dramatic events of child abuse and neglect would be avoided.
2).Reasonable Monitoring Institution:
On the interior monitoring, the institution of social work supervisor was helpful for the internal growth and capability progress of the child protection social workers. On the exterior monitoring, the supervision and management system which the central and local government, the Control Yuan established for the workers should be reasonable. The system should be focused on the issues of institutional design and policy revision, rather than the individual workers. On the monitoring from the public, it was necessary to use the methods of propaganda and mutual dialogue to inform the public of the knowledge of child protection.
3).The Meaning and Mission of Child Protection Work:
All child protection social workers needed to learn how to search for the supports, both formal and informal, and develop the ability of self-care. The more efforts they put in the professional growth, the more meanings and achievement feeling the workers could discover in the work, which could help them well-adapted and stay long in the child protection work.
