Industrial safety issues which caused by occupational accident or producing process are the remarkable loss to employees and company, also is the subtraction in the business management. The impact will be huge to industry, government and environment once this industrial safety issues bring about the severe incident. Occurrence of industrial safety issues points out the flaws exist in the company safety management system. This research is to probe the method of enhancement of industrial safety management, using TOSHMS as a basis to study the safety management in the industry of manufacturing, construction and retailing which their premiums for occupational accident insurance take the major portion on the labor insurance reimbursement. From the dimension of Safety culture, environment, organization, behavior and psychology in safety management and with the PDCA in TOSHMS, this research has been through the interview with the specialists, questionnaire and the analyzer tools of statistics, to evaluate the implementation of TOSHMS. Data and radar chart came out from this research is anticipated to be as the contribution to these 3 industries, to get the feedback from with or without the verification of TOSHMS; also to provide these 3 industries with the contrast results from different industrial business to find out the deficiency on safety management. Furthermore, enhancement of safety management by the recommendation and proposition from this research is the highly anticipation as well.
