Hospital management is not easy obviously with much existential threat. Because of the high degree of complexity, centralization and formalization with the need of a stable marketing environment, the mechanical organizational structure is not suitable as the organizational structure of thehospital. Nevertheless, mechanical organizational structure is still commonly used by the hospital for the bussiness operation which eventually lead organization to be stiffnessand devoid of vitality that finally cause bureaupathologies and even the phenomenon of Parkinson's Law. Therefore,hospital must carry on the innovationof the organizational structure and introduces the new management concepts in order to survives and the development. A flexible organizational structure with good interaction between interior and exterior environment willbe demanded by hospital. The Viable Systems Model(VSM) base on the theory of system viewpoint is just to provide hospital a valuable sight to build up a new organizational management structure. The core thesis of VSM is self-organization and self-regulation which realized by consciousness adaptation function and autonomous management function.Both of which enable the organization to have the viable ability in order to deal with the changes in the environment and let the organization to survive and develop. In this study, the VSM was used as a theoretical basis for research to establish the innovative concept of the Hospital Viable Systems Model.To be explored the mode of operation of the Hospital Viable Systems Model and further explain how is the Hospital Viable Systems Model to deal with the hospital's difficult problems and pressure in the operation and management.
