Researcher used qualitative research method to collect and analyze research data. A total of seven social workers were invited to have in-depth interviews. The results of this study are as follows: 1.The dilemma in helping young people’s daily life: They are with low willingness, lack of capacity, full of resistance, poor sense of reality, and overestimating their abilities excessively. 2.The dilemma in helping young people with mental problems: The social workers are lack of abilities to deal with young people’s mental retardation and mental problems, lack of evaluation techniques, and it’s very difficult to have progress. 3.The dilemma in helping young people going to school and getting a job: Young people having problem in working steadily. Young people do not have college degrees, can only find labor jobs. Young people are over protected by the organizations, which result in low frustration tolerance. 4.Other dilemmas: Youth independent living program does not have an uniform standard for opening and closing cases. Problem young people are more likely to be kicked out of the residential facilities and be forced into independent living programs. We are short of social workers for the program. Young people are not allowed to open bank accounts without guardians’ permission. The community residents are against the program. At last, according to the research results, the recommendations are as following: 1.To develop an agreed standard of opening and closing case. 2.To design interesting program contents to attract young people. 3.To create programs which be able to fulfill the young people’s special needs. 4.To provide social workers with professional training in order to assist young people with special needs.
