Summary:碩士 === 靜宜大學 === 西班牙語文學系 === 101 === Paraguay is located in the center of South America. In 1989 after 35 years of military dictatorship, Paraguay became a democracy. In 2003 Nicanor Duarte Frutos was elected the President of the Republic of Paraguay. While assuming the presidency, he started political and economic reforms. Economic growth was the primary mission of Duarte’s government. Paraguay had to revive the fragile economy, get out of a recession and rebuild its international image. In order to improve the financial situation, the government also worked on fiscal reform. The economy of Paraguay has grown. The bilateral trade relationship between Paraguay, Brazil and Argentina also improved. Since 1948, the Colorado Party held the reins of government. During its ruling of nearly 60 years, the party played an important role in the politics and society of Paraguay. However, the result of the presidential election of 2003 showed the influence of the Colorado Party is declining, leaving the party to re-examine their internal problems. On the other hand, the government corruption is very serious and ruins the state and international image. The member states of the group Mercosur are Paraguay, Brazil and Argentina. These countries share the Itaipú Dam and the Yacyetá Dam, which is located on the border between the three countries. They have good relationship with each other and also signed contracts for water usage and rights. Besides, Paraguay and other countries have solid political, economic and cultural exchanges. However, the social situation of Paraguay is still in danger. There are many social problems such as land reform, poverty, education and health problems. Furthermore, the discrimination of children, adolescents and women in government programs, is also an issue. The government of Duarte Frutos is trying to eliminate poverty and improve the quality of life for its citizens. In order to accomplish this, the government works with international organizations such as UNICEF and ILO. These programs provide technical and financial support for Paraguay's vulnerable groups. Therefore, this thesis will focus on the five years of Nicanor Duarte Frutos’s political, economical and social development. Moreover, to analyze the impact and effectiveness of the policies put in place by the administration of Duarte Frutos. This thesis is divided into three chapters: the economical, political and social development of Paraguay during the government of Nicanor Duarte Frutos. Finally, according to the above development situation, we made a specific conclusion.
