In order to achieve the purpose of educational culture, to combine a specific facility (such as collections and equipped facility of library) with personnel to provide an non-exclusive public place to the public. The purpose of its establishment is targeted to understand and satisfy with the demand of readers so as to bring into play of the insights of comprehensive spirit and idea as an important cultural place for the development of knowledge based economy era, and is also as a tangible architecture with collections of human’s knowledge and crystal of wisdom, and is as an intangible huge information resource bank, which is mainly targeted the residents as its service object, and to collect, arrange, preserve the general and the local cultural or historical relics as its major operating and management to act as preservation and inheritance of human’s culture and knowledge, and to serve the public as its existing purpose. In Taipei order urban center hidden with history, to build a community library full with cultural atmosphere inside the Wanhua Youth Park surrounding with reconstructed residence and public housing stood in a great numbers that is to be an innovative, surprising and appraising library, and can be said as a new location to cohere the community consciousness. The text is to take the community library of Wanhua Youth Park as an example, the text is to describe from readers to its current status of use, for example, to make us of RFID library card or EasyCard to swipe care to enter into library. In respect to brightness of ceiling lamp, ventilation and air exchange equipment, air conditioning equipment, comfortableness of long settee, area indication, self-operation for borrowing or returning books, Illumination with day lighting Utilization, and Photovoltaic System, that will be through literature reviews to divide the above mentioned 3 aspects as being categorized from the items of use into functionality of use of space, cognition for the use of equipment, requirements for the use of equipment to aim at readers to conduct a satisfaction investigation on the related problem, and to proceed analysis to understand which part is needed to improve and to strengthen the service quality, and to submit topic and responding measure, conclusion and suggestion are as follows： The thesis has totally divided into 5 chapters and 20 sections, each chapter and section is abstracted as follows: Chapter 1　Preface: Firstly, to discuss the origination, motivation, purpose, scope and contents of investigation of the use of library, secondly, to state the scope and contents, step process of study method, and definition of keywords Chapter 2　Literature reviews: To aim at the purpose of study to describe the related statute and provisions, the use of library’s equipment, investigation and discussion of the library’s equipment so as to establish the structure of study. Chapter 3　Evidence investigation: By having through the example of Wanhua Youth Park to describe its current status of use so as to propose the investigation structure and plan, design of questionnaire and item, initial arrangement of questionnaire investigation and interview information, and then to proceed investigation and analysis of use. Chapter 4　Topic and responding measure: With the result of evidence investigation contained in Chapter 3 to compare with the difference from the literature reviews, and to induce the problem to arrange issue and to propose topic and responding measure. Chapter 5　Conclusion and suggestion: To describe the finding, contribution, and value of this text and then to submit the suggestion to the consequential study for the compliance of reference to the future library planner and operating & management unit.
