This paper aims to explore the coordination of urban development and storm sewer system planning by making use of the database of Geographic Information System (GIS) and then applying the Storm Water Management Model (SWMM) to proceed the simulation analysis method of urban drainage facilities system and to analysis the impacts of every environmental control projects on the water retention in the catchment area, rainfall runoff and flooding and this study focuses on Taipei Mucha area to see how to improve the planning and design of drainage facilities system by the intensity of every environmental control with making use of the Low Impact Development (LID) concept to reduce the inflow and runoff of drainage and then specify the improved strategy as a practical application reference to urban planners. The study purpose is divided into TWO: One is to explore the impacts of existing urban environmental planning on urban flooding and another one is to bring up the urban environmental control strategy of improving urban flooding through the actual example simulation analysis.
This study bases on the rationalization formula “Taipei City storm sewer facilities planning and design specifications” used to obtain the rainfall intensity of the frequency of once in five years. The rainfall duration is indicated by peak flow of one timing which is calculated by every 5 minutes to 120 minutes and then to infer every inlet manhole inflow hydrograph in sewer system and also use the storm sewer pipelines and manhole information in Wenshan District to be the basic data for SWMM analysis. By analyzing sewer pipelines in every catchment area and the peak flow of manhole information to determine where the areas are easy to have flooding and the reasons within this study scope and then coordinate the Urban Planning Law of the land use control regulation, urban design guidelines, construction management and other aspects to analysis the defects of urban environment control planning.
After the Storm Water Management Model analysis for current situation, in addition to establish the sewer pumping stations, for the improved strategy in this study scope, it is suggested to be divided into three blocks, which are upstream, middle stream and downstream. To set up the storm interception pipe on the upstream hillside and then discharge the storm into the Bitan, southwest side of Xindian District, which is outside this study scope to decrease the washout of storm flow from the upstream to downstream; The consideration for the middle stream is when the downstream of drainage system capacity is insufficient to handle the upstream, the flood storage tank will be built to keep the storm in the middle stream to reduce the amount of water in the sewer at downstream; Finally for the downstream, the storm sewer within this study scope will be re-planned and settled up completely and also will strengthen the water retention principle of control bases for the land use control and establish rain garden ect. to reduce urban impervious area and try to increase the surface penetration.
Finally, because this study only aims to Taipei Mucha area to do the simulation analysis for its storm sewer and does not consider the water quality in the simulation condition, therefore the future study is suggested to add the “water quality” to carry out the simulation.
