Living in Taipei with low river basin, we should value the possible impacts brought by floods. At present, Taipei has constructed 86 rainfall pumping stations, and the related flood control constructions are still in progress. In the storm event taking place on June 12, 2012, human negligence resulted in severely disastrous condition. It highlighted the importance of pumping station in terms of facility maintenance and personnel management, and the current operating mechanism deserves study and discussion. In this study, Shihlin Pumping Station is selected as the subject for case study to find out the problems of current facility maintenance and management and the influencing factors. Through questionnaire survey, it conducts statistical analysis on the following five major items, namely, personnel background of pumping station, (primary and secondary) facility inspection and maintenance of pumping station, regular report writing and related checking of pumping station, personnel(management, profession, training, and responsibilities) of pumping station and facility repair and change of pumping station. By doing so, it works out the real opinions of the respondents and other correlated important problems, so as to propose the corresponding improvement suggestions and countermeasures. The results of 131 questionnaires reveal some problems of the pumping stations, such as aging personnel, lack of talents with professional qualification, lack of talent training, inadequate manpower, automation suspicion, work not carried out in practice and lack of file management system. On the whole, there is still much room for improvement. During the study period, it makes the following improvements, such as compiling on-site operation manual of pumping station, specifying standardized operation procedures and personnel in charge, accounting new facilities, on-site work instruction and training, as well as establishing pump operation signal inspection system, all of which show positive effect. This study expects to ensure the life and property safety of the citizens in the catchment areas surrounding the pumping stations by improving the problems of facility maintenance and management in the basic pumping stations, and taking precautions. In this way, all on-site and management personnel of the pumping stations could work under the systematic and standardized maintenance operation procedures with their mind assured.
