Among those presented ideas, the Carpool, particularly implemented on the basis of information and communications technology (ICT), is a widely accepted concept to ease the mentioned threats. However, due to various complex factors, the proposed theoretical Carpool studies, even the Carpool services were merely realized in practice. For this reason, a three-dimension analysis model composed of carrier, role, and strategy constraints, called (CRS), are introduced and used in this paper to dissect the principles of Carpool implementations through referring to academic research and industrial practices. Based on the results of CRS analysis, this paper presents an ICT-enabled Social-community and Travel-cost Integrated Carpooling Information System, (STICIS) mechanism based on the factors of social community and travel cost for both supply and demand sides. With the computation of the STICIS values, the proposed STICIS demonstrates its potential of implementing a considerable carpooling system, addressing a valuable research direction of promoting carpooling service, and further implicating initiatives for transportation-related environmental sustainability. The presented STICIS can help optimizing the total travel cost for both supply and demand sides, provide a considerable business model for potential operators, indicate a valuable direction of promoting Carpool services for researchers, and also implicate initiatives for environmental sustainability.
