Hence, the geographic joint is prosperously and smash. Moreover, the area of the hillside and mountains is divined 74% of the entire island. The frequency of heavy rain and typhoon had happened at least one time a year since 2000, the typhoon Morakot in 2009 had became the strongest typhoon in the past forty years. On the such tough climate and the hillside natural environment, after the typhoon and heavy rain, the mudflows the landslides were happened more frequency than before, and it raises the risk of the hillside disaster. The flood and mudflows and landslides had caused the serious damage of life and wealth. On the global climate changing and radical raining climate, the hillside community has to face to the tough crash and test in the future. Therefore, this study simulates the hillside community disaster environment in the radical raining, and it finds out the possibility damage when the disaster was happened. Moreover, base on the disaster simulation, it discusses the possibility of disaster preservation and disaster reduction. Integrating the method of disaster preservation and the disaster potential estimation, it represent the specific and effectively improvement measures and disaster reduction strategy. The study has composed of the hillside manage organization and the the academic research institutes,and it discusses the related research results of the hillside community recent years, some of them debates about the way of hillside law, disaster management strategy, hillside community disaster-resilient and the residents cognition. The study composed of the serious hillside disaster case studies and the research ares of hydrology, geography and the hillside disaster management to set up the model of the disaster assault simulations. Furthermore, it represents the features of hillside disasters and the damage to induce the damage affects elements and the disaster potential analysis. It can forecast the possibility situation under the radical raining in the future. The study takes the Da Jiang Jun community which is located on Miaoli County as the emulation case study to establish the simulation model. Moreover, it confirms the manipulation of hillside community disaster simulation and the strategy setting. The hillside community disaster simulation and strategy setting model can support the peoples understand the disaster assault and the situation. Moreover, it can assist residents set up the knowledge and conscious of disaster preservation. The setting simulation situation and strategy can support the regional government to practical on the disaster preservation plan.
