The political operation on campus should belong to the range of micro-politics. The research aims to analyze the following phenomenon ---the shortage of Chief of Behavior in junior high schools. The researcher will also investigate the reasons why no one is willing to take the position, and how the principals and directors ask teachers to do the duties through the exercise of power tactics. The last but not the least, the research will discuss how the school increase teachers’ desire to be the Chief of Behavior. In junior high schools, some teachers have to take the administrative positions, and the welfare and supervisory differential pay of these positions (include directors and chiefs) are regulated by laws. According to the laws, the supervisory pay and welfare system should apply to all teachers with administrative positions. However, why does the fair system still cause the lack of motivation for teachers to work as the Chief of Behavior? The researcher will investigate the following issues. First, how does the Chief of Behavior in junior high schools be chosen? What kind of reasons will lead to the unwillingness of teachers with administrative positions. Third, how can schools encourage or heighten the morale of the Chief of Behavior? Fourth, what ways can increase the willingness for the Chief of Behavior to continue the position?
