CBR is an area of research in Artificial Intelligence (AI). The knowledge base for a CBR system comprises a set of cases rather than s set of rules that make up a traditional rule-based system. A CBR system solves a problem by reusing solution(s) to similar problems that were solved previously. The objective of this study is to develop a model that can suggest a construction for a new bridge project based on the description of a new project and by reusing previous cases. In addition to developing the system, 991 bridge projects collected from Taiwan Area National Expressway Engineering Bureau were modeled and stored as a case base so that they can be used in the system. Interview and questionnaire were conducted to identify the influencing factors considered by the experts in determining the construction method for the bridge upper structure. The weight of the factor was obtained using Fuzzy Preference Relations (FPR) and New Similarity Measure (NSM) method. Eleven similarity assessment methods were applied in this study. Considering the possible defects for the application of the individual assessment method, this research created and developed a new assessment method named FPNSM method. Using the method, the priority of the construction methods that most similarity assessment methods suggested can not only be identified, but the accuracy of assessment can also be ensured. The primary features of the study are as follows: (1) investigate the method and process experts used for evaluating and selecting the construction method for bridge upper structure. (2) develop “case-based reasoning (CBR) method” for the bridge projects and applying the FPR questionnaire to stipulate relative weights of each item to be examined, (3) using FPNSM to examine 991 automated construction method evaluation and selection system for bridge upper structure, establish the case-based inference model of selection system for bridge upper structure and search for similar cases.
