Higher education is the most common method to obtain professional knowledge. For this reason, the number of higher education institution is growing up with dramatic expansion. Coupled with the impact of globalization, Institutions of higher education are no longer limited to domestic competitors, but from all over the world. Domestic universities are stepping up the pace of enhancing self differentiation with international standards. Obtain the relevant international certification is a common practice. In recent years, assurance of learning have become one of the key evaluation items. Universities often neglect this issue. To ensure the effectiveness of learning need to have a set of mechanisms and to be implemented. PDCA is the popular way for assurance of learning. Therefore, we use it as our system foundation. First, school must set out common teaching goals for describing what students need to have core competencies. Departments may undertake these teaching goals and offer related courses. Besides the traditional scoring methods, we use rubrics, an assessment tool with objectivity and fairness which have detailed descriptions of the learning expectations of such standards. Finally, according to results of the assessment made specific improvement measures applied to the next teaching in order to continuously improve the circulation of the ways to enhance the quality of teaching. Therefore, this study constructs a set of assurance of learning system. Acceleration of output results of the assessment by chart. Users can use these output as the actual basis for improvement measures. Assist school to achieve the purpose of assurance of learning, thereby enhancing competitive advantage. Finally, we use case school to verify the practicality of the system. In conclusion, there are four major contributions in our research: (1) Developing an assurance of learning system prototype. (2) Assisting school in ensuring the effectiveness of learning. (3) In our case, the system will enhance qualities and efficiency of the assurance of learning. (4) Assist faculty driven accredited by AACSB International.
