Summary:碩士 === 國立臺東大學 === 公共與文化事務學系區域政策與發展研究碩士班 === 101 === Several times of autonomy and involuntary migration of Paiwan tribe have resulted in the status quo of habitation that distributed over the southern and southeastern parts of Taiwan. Since the seventeenth century, the involvement of nations’ power can be seen here and there in every aspect of tribal migration, society, culture, education, economy, etc. The author has implemented the actor-network theory and governmentality under the basics of governance concept, and established an empirical research structure. The objective is aim at setting up the present status of regional governance network, as well as the power model variation between the nations and tribes. The study will lead to the results of power operating patterns between the nations and Tjaqau tribe, and present the respective comments to the traditional governance model, governmentality perspective, and actor-network perspective views. The research indicates that it is more comprehensive to describe the ruling measures for those colonial nations’ power in Taiwan since Qing dynasty from the perspective view of governmentality. The exception is Netherlands, and the traditional governance model of ruling measure from top to bottom was applied in its colonial duration. The point of view of governmentality and actor-network theory exists the restriction when apply, since that cannot make Tjaqau tribe any breakthrough from the ruling measure of governance model by the nations. The author recommends that “Association of Maljaljaves Paiwan Tribe Culture and Arts Development” of Tjaqau tribe can utilize the internal and external resources to break through the present predicament by using actor-network. Further recommendation is given towards the subject in reviewing the implementation of local development authority. The governmentality and actor-network theory model replaced by the public policy process model can meet the public affairs practice under the modernized governance implication in a better manner.
