Summary: | 碩士 === 國立臺東大學 === 公共與文化事務學系區域政策與發展研究碩士班 === 101 === The study discusses the current situation of the registered Taimali Township community association operation in Taitung County and proposes suggestions on the current situation, operation, and the relationship between community awareness and organization development, operation influencing factor and future development as a reference for community association and governmental authority.
The study interviewed 11 members of community association, including village head and residents through purposive sampling. Along with literature review, the semi-structured study was conducted and conclusions are as follows:
1.Community residents highly approve of living area so committee to the community; but personal interest, time limit or particular interest in certain activity not only consumes the resource but lower resident’s sense of participation.
2.Funds and resources rely on residents or mainly come from government but there are not enough manpower so the community is not financially independent and it needs to ask for resources from outside.
3.The cadre members in community are responsible for public affairs decision making and policy implementation on behalf of most of residents but the factions in community lead to confrontation and competition that affects the power to command other residents. In addition, the organization and work of village office and community association overlap that there are two leaders in the community.
4.Public space lacks villager’s participation and adoption so the facilities leave unused. Apart from the problem of self-raising funds, the complicated administrative procedures for project application and reimbursement, and the lack of professional initiator affect the willingness of community application.
According to the results, the study also proposes suggestions for further research in terms of community residents, governmental authority and community association.
