Miao-Li County Government is also planning to build Houlong Science and Technology Park in Houlong Township, hoping to bring up the local developments, such as employment and consumption rates. The government will levy lots of agricultural land for plan, and 80% of the land is in Wan-Bao Community. As a result, this plan has caused the local agriculturists disquiet. To confront the Houlong Science and Technology Park building case, how the agricultural land will be changed? This research aims to discuss how the agricultural land is used and changed, to understand its real agricultural developments, and tries to find out methods of agricultural sustainable developments. With hope, the land will be used properly.
The research methods are literature reviews, data collection and field study. From the research result, the Miao-Li County Government exercises wrong information and power to work Houlong Science and Technology Park, so the developing values are affected. The real developing problems are ignored because of the miscommunications and unequal powers. Also, the protest of Wan-Bao Community Action Association shows the local people’s unity and determination. They have set up harmonious relationships between the community organizations and have open communication manners, put the local residents as primary and have clear developing targets. These could be other agricultural communities’ important learning models while planning sustainable developments. Furthermore, becoming agricultural land into not agricultural land not only influences agricultural villages’ sustainable developments, but also destroys the land and to be washed away. As a result, related government organizations should make efforts in saving our fine lands from damages and bringing out the diversity of agricultural land. To make sure agricultural land is well preserved and well used can avoid unnecessary disasters.
