The survey targets were those senior-grade students and class tutors in Penghu county elementary schools. There were total 531 effective collected samples. Additionally, this study adopted statistical approaches, such as descriptive statistics, independent sample t-tests, one-way ANOVA, Pearson's product-moment correlation, and multiple regression analysis to check each hypothesis. The conclusions of this research were as follows: 1. The present state of primary school class tutors’ transformational and transactional leadership behaviors was acceptable. They performed best on “individualized consideration” but worst on “inspirational motivation”.The primary school teachers’ performance on classroom management effectiveness was acceptable. They performed best on “teaching quality” but worst on “class conventions”. 2. There were difference in leadership behavior with different elementary teacher’s age, years of service, school size. 3. There were difference in classroom management effectiveness with different elementary teacher’s age, administrative work. 4. There was a relationship between the leadership behavior of these teachers and the effectiveness of their classroom management. There was the strongest correlation between “overall transformational leadership” and “overall” classroom management effectiveness. 5. The background variation and leadership behavior of class tutors in elementary schools provided an excellent explanation to the class management effectiveness. The prediction capability of “overall transformational leadership” was the most significant.
