Summary: | 碩士 === 國立臺東大學 === 教育學系(所) === 101 === The thesis aimed to review and analyze the evolution and context of cultural policies development in Taitung and also to reflect central cultural policies development is conducted via documentary analysis and interview; its purposes lie in 3 aspects as below:
1. To further understand Taitung’s cultural policies and context, to find the specific cultural characteristics for Taitung, and to construct overall evolution process of cultural policies in Taitung, altogether giving local researchers focusing on Cultural policies for reference.
2. To find out what role Taitung government takes on of making or carrying out cultural polices.
3. To discuss what those resources and limits are when it comes to cultural policies making and running by Taitung Government.
In coherence with the purposes just mentioned, the thesis is divided into 4 stages to explore and analyze.
1. Taitung Municipal Cultural Center Stage (1984~1999):Initiation of Taitung cultural development.
2. Taitung Municipal Cultural Bureau Stage (1999~2008):The turning point for visual and performance art’s vibrating growth.
3. Taitung County Cultural Affairs and Tourism Department Stage (2008~2011):The unstable status resulting from far more emphasis on tourism than culture.
4. Taitung County Cultural Affairs Department Stage (2011~):Re-boosting both quality and quantity of art & literature.
The results that disclose what and how Taitung Cultural policies development to be characterized and to function, its resources gathered and control, and what hinders the system restrictions might cause are listed as follows:
1. In terms of that cultural environment and resources from the central government restrict cultural development, “Small is Beautiful” and “Original” become the very characteristics for art & literature development in Taitung.
2. Taitung County Cultural Affairs Department should be able to play a role as companionship with not only central government organizations but also art & literature groups in order to construct a communication mechanism.
3. Limited Resources and uneven development between urban and rural areas are inevitable, so it’s crucial to gather and exert resources to the maximum so as to contribute as many win-win situations as possible.
Based on the conclusions above, the thesis submits couples of suggestions to give the staff at cultural and educational organizations, art & literature groups, as well as future researchers on related topics for reference.
