Second, outsourcing privately run places where baseball conditions to be met in three aspects, namely the implementation of the pre-feasibility assessment and planning, contract must express the parties' rights and obligations, and setting the operational performance assessment approach. Third, local governments and enterprises pellets for the use of outsourcing key considerations OT mode has its difference, look for outsourcing object that contains key considerations, incentives, contract goals, etc., can be observed from different positions of the two prescription noteworthy point. Fourth, there are some problems on the existing operation, for example, different sources of law, performance evaluation methods and content yet, shortage and lack of public support measures and other issues.
