This study tried to answer the following questions: If the new law and related regulations were designed well to accord with practical situation? What kind of impact would be on preschool educators and human resource allocation? This study adapted human recourse theories to investigate the status quo of human resource utilization. Moreover, this study took Taipei City Kindergarten as an example to analyze actual problems of human resources. This study collected qualitative data by a literate review and content analysis of in-depth interviews and concluded the results with “Max Qualitative Data Analysis Software”. The conclusion is as following: 1. Opposition from preschool educators to lower the proportion of teachers to students 2. The original type of institutes and position of preschool educators are two major factors of tremendous impact on human resource allocation 3. The challenges to educators are greater than integrated kindergartens. 4. The leadership, culture and asymmetric power in preschools play significant roles in the resignation of educators. 5. The current salaries and qualifications could not encourage educators. At the end, according to related literate review and theories, this study provides different policy recommendations to all problems mentioned above.
