Two characteristic elementary schools were purposively selected as cases for the study. Data were collected from school documents and by conducting an in-depth interview to school faculties who were involved in the development of school characteristics. A qualitative and Grounded Theory approach was used for data analysis.Results of this study were summarized as follows: a.A dynamic system perspective was adopted by principals of characteristic elementary schools for their school management, focusing on students’ learning, with an intention to enhance key competencies for students. b.Multiple strategies of leadership were used by principals of characteristic elementary schools in accordance with their school context, including the background strategy, the personal strategy, the process strategy, and the key strategy. c.While the background strategy was used by principals of characteristic elementary schools to foster students' ability as the long-term intended strategies, curriculum development and value creation as the medium-range planning strategies. d.Based on personal conditions, Principals of characteristic elementary schools developed and performed their individual strategies for school management and leadership. e.The process strategy of leadership used by principals of characteristic elementary school was mostly emergent strategies. f. The key strategy of leadership and school management used by principals of characteristic elementary school included: highlights of school characteristics, timing, funding, and administrative transparency. g.Both intended strategy and emergent strategy were used by principals of characteristic elementary schools, and planning strategies were used as means for school leadership and management. Abstract
