Since Taiwan Taoyuan International Airport has just been started to fly testing for the CDO procedure in early May, it must be combined with the aviation expert opinions and continually fly testing to improve the procedure in the future. Therefore, the purpose of this study is to obtain air traffic controllers and pilots' evaluation data about conducting CDO procedure and analyze to get the results from the data. This study combine historical literatures and expert opinions, construct 15 criteria for conducting CDO procedure. Through effective recovery questionnaire of 110 aviation experts and get the rank of the importance of all criteria, the results showed that the most important criteria is“CDO procedures should reach the goal of continuous descent”, the second is“CDO procedures should let the controllers or pilots make early decision or know the subsequent path”, the third is“CDO procedures should take into account the comfort of passengers on board”. After understanding the ranking of the importance of the criteria, then take the fuzzy set theory as foundation, apply the Fuzzy MCDM to construct the Taiwan Taoyuan International Airport CDO procedure assessment evaluation model, and use it to select the best CDO program. The results showed that three program listed in this study comparable to their advantage. When design CDO procedure in the future, should combine the advantages of three programs appropriately, and use this evaluation model to develop more mature CDO procedure.
