Two water levels were also adopted to evaluate the applicability of formulae by local Water Resources Agency and EurOtop at highest storm surge level +1.15 m, no overtopping events were found, and testing results of the Water Resources Agency was undetrestimated. Besides, the use of EurOtop formula has given little overtopping waves to not influence vehicles, pedestrians and safety of the seawall. Based on above facts, Linbian area most likely did not occur overtopping during Typhoon Morakot . When the storm surge level is +1.65 m, the test did not occur overtopping, and compared with experimental values the results of the EurOtop and the Water Resources Agency were found to be underestimated. As storm surge water level is +2.14 m, the calculated values of Water Resources Agency were smaller than experimental values by 1.27 ~ 2.4 times, and the EurOtop formula by 17.5 to 27.4 times. If the EurOtop formula changes toe depth of 1.3 ~ 1.4m ,the differences are reduced to 3.98 ~ 6.71 times. Finally, the resulting experimental measurements are found to be well dependent on h/L0, H/h and Ursell number which linear relationship, the Water Resources Agency formulas are well dependent on H/h and Ursell number which linear relationship , the EurOtop formulas are well dependent on h/L0, Ursell number which a good linear relationship .
