| Summary: | 碩士 === 國立臺南大學 === 科技管理碩士班 === 101 === After Tainan City merged Tainan County to become Directly Controlled Municipality, its governance go for a low-carbon city with adaptability. It programs excellent, benchmark and basic plans to promote, and expect to build up a low-carbon city and industry developing environment. Tainan City actively use its local features, serious finance and completed policy instruments to fully develop emerging green energy industry in order to deduct carbon emission and encourage green industry growth.
Therefore, this research take the program of low-carbon city for Tainan as case study. Apply the four common policy instrument theories, Hood, Howleet & Ramesh, Rothwell & Zegveld and Salamon, to analyze. In this research, we would realize how the local government use policy instruments and explore the role of policy instruments in public policies and government plans, and then compare the difference results of the analyses of the four policy instrument theories for this case. We expect to understand more about the policy instruments in this case and practice the policy instruments well
