Located in Asia, Taiwan has joined the line. Parents have learned further about "child-parent reading together" , a definition, or rather a habit, generating in Bookstart. Different from other cities, southern Taiwan has mainly promoted non-profit organizations. Furthermore, it initiates reading gift bags and reading books that are related to new residents and equipped with features of southern Taiwan, which facilitates governments and non-profit organizations to realize their goals. Initiative investment of nonprofit organizations has resulted in different features as well as circumstance in southern Taiwan. With the theory of Public service motivation as the guide and questionnaire of Kim as the outline basis, this research explores whether the non-profit organization leaders who promoted Bookstart campaign are endowed with public service motivation features; as to the research methods, the research adopts qualitative interview, in which four interviewees are chosen. MAXQDA software is used to analyze the interview manuscript. The research analyzes the result from four aspects as follows: making attractive public policy, supporting public service, compassion and self-sacrifice. As to make attractive public policy, leaders of non-profit organizations serve to be one of governmental windows among the people. As is known, political figures are enthusiastic about promoting policies, but they know little about the detailed connotations. However, leaders of non-profit organizations are more proficient than public departments in implementation. As to the commitment to the public interest, leaders of non-profit organizations are supposed to organize members, provide information to equip them with the right and ability of “being informed” and further persuade them to do things beneficial to the society. As to the compassion, it explains the definition of disadvantaged groups further, and leaders of non-profit organizations may ask why they should do things that have no benefit to them; self-sacrifice is the fundamental reason that leaders of non-profit organizations these activities. Pursuing right things, they are dedicated to the society selflessly no matter what they may get.
