A self-designed questionnaire developed through literature review was used to collect data from special educators. The results indicated the followings: 1. Teachers considered "internship planning", "vocational guidance", "interpersonal communication" were the roles of themselves. On the contrary, teachers considered "assessment", "making use of social resources", "employment and tracking after graduation" were the roles of vocational counselors. It could be seen that teachers make a clear distinction between the roles of themselves and vocational counselors. 2. Teachers considered their roles and found it had significant differences in some background variables. The teachers’ roles “assessment” in southern district were higher than in eastern district. And, the roles of “internship planning” in non-charge schools were higher than which in charge schools. However, teachers considered the roles of vocational counselors and found, it had the significant differences in non-charge schools higher than in charge schools in the roles of "vocational guidance "and "interpersonal communication". 3. The common mode of cooperation for teachers and vocational counselors was to match employees after discussion. Teachers also gave a positive evaluation for the service of vocational counselors, but generally reflected the problems of short manpower of vocational counselors. 4. Under the current of circumstances, the background variables of the significant difference in collaboration and difficulty were school districts, schools in charge, professional background of vocational counselors, seniority of vocational counselors and service hours of vocational counselors. The background variables of the significant difference in the views on the service of vocational counselors were school districts, seniority of teachers, schools in charge, and service hours of vocational counselors. Recommendations based on findings and conclusions, were made for special educators in senior high schools, vocational counselors, education administration and future study.
