Summary:碩士 === 國立中山大學 === 公共事務管理研究所 === 101 === In order to build up direct cross-strait connections in the shortest time possible, the Beijing government announces “Pingtan Comprehensive Experimental Zone Overall Development Project” on 19th December, 2011, which features “The Five Joint Aims,” ”The Four Thousand Talents Program,” and other complementary measures. The Taiwanese government remains cold towards the Pingtan Project, while the different opposition parties hold different and conflicting views on the Pingtan Zone because of each party’s core ideology. Among the opposition parties, Xīn Dăng (The New Party) is the one that actively engages in the Project; on the March of 2012, the party declared that Taiwan should open itself to the Pingtan Project; then, in the same year’s November The New Party further set up the Taiwan-Pingtan Relations Association, whose aims were to substitute the traditional political party with the people’s organization and to allow Taiwan’s people or businessmen to cooperate with Pingtan Zone and find a way to benefit each other. This study deploys the approach of “interactive management,” conjoining experts and scholars of cross-strait affairs who put forth thirteen strategies regarding the Pingtan Project and assume that the Pingtan Comprehensive Experimental Zone should be endowed with legislative power and elevated to a higher executive level. Moreover, they propose “Five Joint Implementation Regulations” that should be thoroughly involved by the people of Kaohsiung: on the political level, Taiwanese political parties have to establish service center in Pingtan; on the social level, the people Residence of Kaohsiung can enter Pintang Island without visa; the Pingtan Consultation Team as well as the Pingtan-Kaohsiung Forum should join the dialogue between local small and medium enterprise, people’s organizations, and young business founders; young business founders exchange activities should be held on a flexible basis; and a complete support system for young business founders should be installed in Pingtan. On the level of economy, the industrial policies of Pingtan can integrate with the advantages of Kaohsiung local industries, and a special district in Pingtan should be reserved for “Kaohsiung small and medium enterprise,” which will help the enterprise to acquire land and facilities in Pingtan conveniently. The study also questionnaire according to the above-mentioned strategies, conducts interview with the eighteen experts and scholars on cross-strait affairs, and organizes relevant conclusions and suggestions. The study regards the political party as a kind of club-like political group which can affect government policies and way of governance in a substantial way. Through the operation of political club-group, cross-strait system can be constructed more effectively; with the political group serving as the agent negotiating between cross-strait developing economies, we can build a homeland shared by both cross-strait people and promote economic development and social progress.
