The model use the input items from revenue institution that make some “attractions” by intermediates to citizens, then citizens accept these attractions to produce some output items. By using the in-field data of these parameters, the analysis results have idendify the relative better efficiency of these bus routes. It has obvious gap between “Management-Decision stage” and “Revenue-Travel stage” of pure technical efficiency in the two-stage DEA model. That means, to improve the revenue efficiency by adapting the input items follow the passenger need, while the revenue institute change from government sector to private company, should deal with this problem more urgency. In this research, revenue process has divided into two stage, that is “Management-Decision stage” for the revenue institute phase, and “Revenue-Travel stage” for the passenger point of view. Among the 52 routes, the research result come to prove that 6 routes have much better efficiency, they are No. 77, No. 100, No. 168E, No. 168W, No.205 and No. Red 5. These routes locate in efficiency frontier in both stages, which means they have catachrestics to other routes to fallow. Otherwise, about the behind efficiency routes, 4 of the last 5 routes are metro-shuttle buses, that means the shuttle buses didn’t have better advantage then city buses, and the management institute should adapt the input resources to reinforce the transform with metro, to construct the integration public transport system.
