Summary: | 碩士 === 國立中山大學 === 政治學研究所 === 101 === 「Free Economic Pilot Zones (FEPZs)」 is planned with 「Free Trade Zone(FTZ)」 as its core of and linked to the neighboring special economic zones to create the synergy added-value of the supply chains and the logistics. The final goal is to introduce new industries and accelerate local development. To serve these purposes and provide the references to FEPZs operation, this essay discussed the issues about the development of Kaohsiung FTZ and provided the suggestions about the development strategies and feasibility analysis of Kaohsiung FTZ.
This essay surveyed the current situations about the FTZ of Taiwan and its neighbors, and made questionnaires according to the related document collected from industry, government, and academics. Based on the results, we did the survey statistics and variance analysis. We also made post-analysis with Scheffe test for those with significant variance to point out the differences from the questionnaires results. At the meantime, we used IPA analysis to categorize issues as short-term, mid-term, and long-term.
From the research, we found out the results of operation related costs had significant variance in all short-term, middle-term, or long-term unanswered issues. We suggest our government to consider not only the country benefit but also enterprise operation niche while making FEPZs laws and regulations. By doing this, we can really fulfill 「free economic」and reach the goal of introducing new industries and accelerating local development.
