However, the result of the enrollment for the first year was not as expected. Till 2012, the result of the enrollment for the second year was still not so well. The policy which many people were really looking forward, then it unexpectedly ends up in this situation. Either the policies or the regulations are both needed to be examined, because there must be some reasons behind this fact. To allow the students from mainland studying in Taiwan, the government established many related policies and regulations. The restrictions of these policies and regulations although maintained the rights of Taiwan students and the quality of education in Taiwan, the restrictions restricted the qualifications and the rights of mainland students. The restrictions indeed have caused some effects on the choice of mainland students and affected the result of enrollment of mainland students in Taiwan. Actually, it is possible to improve the quality of education and to solve some educational problems in Taiwan by allowing more outstanding mainland students coming to Taiwan. If more mainland students are demanded to be enrolled, then the present policies and regulations should be amended. The aim of this research is to analysis the reasonable parts and the unreasonable parts of the policies and the regulations for mainland students studying in Taiwan. Furthermore, this research also brings up some suggestions which might be a reference for the possible amendment of the policies and the regulations.
