Results of the study showed that “subjective norm” was the most influencing factor, followed by “attitude” and “perceived usefulness” respectively, while no significant impact was found for “perceived behavioral control” on “behavior intention” of using free software Openoffice. The “ease of use” was found to affect both “attitude” and “perceived usefulness” significantly. In addition, the indirect effect of “ease of use” on “behavior intention” was even higher than direct effect of other factors. The study also found that more than half of the subjects not using Openoffice in their workplace. The coexistence of free software and commercial software, and no strictly enforcement from the management level may be the reason to attribute to. It was also speculated that the bureaucratic nature of military units induce “subjective norm” to be the most influencing factor on “behavior intention” of using Openoffice. The results of this study may provide useful information for government agencies and organizations with similar characteristics in promotion of using free software.
