Summary: | 碩士 === 國立屏東科技大學 === 社會工作系所 === 101 === The main purpose of this study was to investigate the usage, satisfaction and quality of social welfare services among people with acquired physical disabilities in Pingtung County, Taiwan. A collected and self-developed interviewed questionnaire was facilitated the investigation process. Convenience sampling was used to recruit 103 subjects. Those subjects with acquired physical disabilities live in Pingtung County who were volunteering to be interviewed. The statistics software SPSS 17.0 was used for descriptive and inferential data analysis. Statistic method including frequency distribution, ratio analysis, mean, standard deviation, independent-sample t-test and one-way ANOVA.
The results showed that the overall needs of social welfare services were lower than expected. The most needs are reimbursement of health care, discount of visiting scenic spots and transportation, living subsidies, tax free of license fee and certificate of free parking for people with disabilities.
Most social welfare services needs among people with acquired physical disabilities on “needed and have used” were much lower than those who on “needed but never used” group. There were high percentage of the subjects did not use these services for the reasons of “don’t know the service available” and “don’t know how to apply”. The results showed that the shortage of knowledge of social welfare services among those people with acquired physical disabilities caused the low usage rate of these needed services.
The satisfaction of most social welfare services among people with acquired physical disabilities were higher than average scores. The highest scores of satisfaction was “Tax Free of License Fee” and the lowest was “Living Subsidies”. “Home Physical Therapy and Rehabilitation”, “Job Accommodation” and “Self-employment Support Services” had lowest usage and satisfaction scores. People with acquired physical disabilities had higher expectation of service quality. The highest score of expectation was “Reliability” and the lowest was “Empathy”. The highest score of experience of service quality was “Assurance “ whereas the the lowest as “Reliability”. It showed that those whom needed these services did not get the satisfied services.
Even though the government has put lots of effort to Public Service Announcement on social welfare services for people with disabilities, the previous literature reviews and the findings of this study showed the shortage of knowledge of social welfare services for people of disabilities were still existed. People with disabilities should find their rights actively through the interaction with the related associations and other people with the same disability. The service needs are highly emphasis under the new form of Certificate of Disabilities and Evaluation of Service Needs which is based on International classification of functioning, disability and health(ICF) from July 11, 2012 in Taiwan. The service providers should try their best to build up a better delivery system to people with disabilities.
