However, in the current practice, general constructorsprepare construction plans using a push manner. These documents suffer from amendments and re-review once change order occurs, resulting rework waste. In addition, the current quality inspection is carried out between certain amount of times, which may hide defect and rework waste generated bydesign or construction errors. The objective of this research is to develop a lean concurrent review and inspection system. A stable construction process is established by integrating stakeholders in the three-level quality management systemusing customer valueto reduce waste in reviewing construction plans and inspecting construction quality. Inthe lean concurrent review sub-system, construction plan submission is pulled by construction status to decrease submitted document inventory. As a result, the impact of change order on construction flow can be reduced. In the lean concurrent inspection sub-system,inspection period is shortened to immediately reveal design and construction errorson site. Therefore, rework waste incurred by defective products can be avoided. This research develops a computer simulation model using eM-Plant softwareto validate the applicability of the proposed system. The performance between conventional and lean review and inspection systems are analyzed. Experimental results show that the developed lean concurrent review and inspection system can reduce construction plan inventory,impact of change order, establish on-site quality, and generate a stable construction flow. This research is one of the pioneeringstudies applying lean manufacturing in construction plan preparation and quality inspection. The proposed system could be used as a pattern for collaboration between general contractor and architecture/engineering (A/E).
