In order to ensure the stable operation of small wind turbines and the efficient utilization of wind resources, the study of associated international standards, test technologies, and production certifications for small wind turbines is necessary. Currently, the testing standards, sites, and certification scheme have been developing in Taiwan. Additionally, several government and private units actively participate in relevant international agencies and committees of small wind turbines. The purpose is to foster the development of small wind turbine industry in Taiwan and promote the sale of small wind turbine products at home and abroad. This thesis will introduce various certification mechanisms, and comparing the differences among these mechanisms, especially on SWCC and MCS certification schemes, which would provide an important reference for the small wind turbine testing and certification in Taiwan. Additionally, this thesis will review corresponding researches about small wind turbines in building areas, and discuss the performance of different small wind turbines in urban areas, methods of designing appropriate small wind turbines for urban areas, principle of selecting the locations for small wind turbines, the analysis of tendency around building areas, and the payback time of small wind turbines. Finally, the power quality testing fro small wind turbines will be discussed in this thesis.
