At that time, Xinxing Sugar Joint-Stock Cooperation planted a lot of sugarcane on Daliao Plain, and the sugar-producing area expanded greatly as well as the wet-rice paddies after Daliao Irrigation System started using, and sugarcane was the main crop by subsidies of Xinxing Sugar Joint-Stock Cooperation to farmers. Rotated irrigation had been applied to Daliao Irrigation System coordinated with the first and second period of rice due to water shortage, even so, there were still some conflicts resulted from water shortage in the downstream area of the irrigation system. With the industrialization in the end of 1950s, as well as the agricultural policy in 1980s, farmland was fallow or converted to plant fruits and vegetables in the second period of rice, and only the first period of rice was remained. Another change was that, irrigation water in Daliao was polluted or cut off with the development of the industry, highway construction and the establishment of the Dafa Industrial Park, and farmers in the downstream area could not get irrigation water gradually. To get irrigation water, farmers had to dig well and pumped groundwater to irrigate farmlands. In conclusion, even though Daliao Irrigation System still works for irrigation and drainage, the dependency between Daliao Irrigation System and farmlands becomes lower than the past.
