Kaohsiung City’s Elementary Schools Implement
“The Ministry of Education 2688 Project”
Abstract
The study aimed to explore the current situation and effectiveness of “The Ministry of Education 2688 Project” in Kaohsiung city’s elementary schools. This research employed questionnaire survey and used the qualified teachers who work for 241 public elementary schools in Kaohsiung City Government in 101 academic-year as the population. Adopting stratified random sampling method, this survey released 430 questionnaires and collected 396 replies with 92.1% of respondence rate. After reviewing, there were 384 effective questionnaires for data key-in. Data analysis by SPSS 17.0 statistical software and statistical methods , such as descriptive statistics, t-test, one-way ANOVA… etc.
Key conclusions of this study are as followings:
I. The current situation on implementation “The Ministry of Education 2688 Project”
(1)Recruitment and employment
Most of the recruitments for 2688 project’s part-time teachers were done by opening select. The most qualifications had bachelor or above degree. The majority job functions were full-time teaching without part-time administrative work. Most of them teach “Society” subject. Mainly, most of schools reduced teachers’ weekly teaching hours after having the project part-time tutors. The recruitment and appointment mostly were completed in early of August. Generally, those project part-time employees would quite after contract expired.
(2)The difficulty of implementation
The majority difficulty for recruiting 2688 project’s part-time teachers is “lacking of candidates.”
(3)Coping and improving strategies
The majority of coping strategy for the shortage was “re-process the opening select again”. The mainly improving way for failing the teaching requests was “well arrangement courses that the part-time teachers’ skill at”. For shortage recruitment, most of interviewees picked “raising the quota of official teachers”.
II. The effectiveness of implementation “The Ministry of Education 2688 Project”
(1)In the reduction of teaching and administration burdens aspect
“2688 project’s part-time teachers could assist the execution of schools’ activities effectively” had highest ranking of agree. Teachers of different positions present significant differences in the reduction of teaching and administration burdens aspect.
(2)In the view of solving the lack of teachers
Extra manpower from 2688 project could reduce teachers’ burdens and pressures, which gained mostly agreement. There were significance differences among different education degrees, present positions, and school types toward solving the lack of teachers.
(3)In the issue of improving the effectiveness of professional teaching
The 2688 project’s part-time teachers attended educational seminars in or outside schools for improving their professional and capability had highest consentient. Different seniorities of teacher and different types of school showed significant differences in the aspect of improving.
