By the study, the job contains and professional skills of the chiefs could be explored and confirmed. That included the difficulty level, importance, and frequency of usage for the professional competence. This study was a qualitative research by literature review and DACUM method. From documents review and the opinions collection of existing chiefs, the professional competences required for Section Chief of Documents & Files is generated eventually. Then, a quantitative survey was carried out for realizing the opinions from Section Chiefs of Documents & Files in Kaohsiung City public elementary schools. All data was analyzed by the methods of percentage, mean, interval estimation to verify the difficulty level, importance, and frequency of usage. Meanwhile, the necessary of professional competence was analyzed as well. The main conclusions of this study stated 9 key professional competences for Section Chief of Documents & Files. That included: School Seal Management, School Meeting Record, Receiving and Sending Official Documents Preparation, Official Document Receiving, Official Document Sending, Control & Auditing Jobs, Filing, “Knowledge Management” Job, and Others assigned by the Office of General Affairs. Among the competences, School Seal Management had three tasks; School Meeting Record had five details; Receiving and Sending Official Documents Preparation had five items; Official Documents Receiving had six efforts; Official Documents Sending had five jobs; Control & Auditing Jobs had three assignments; Filing had seven duties; “Knowledge Management” Job had three efforts; others assigned by the Office of General Affairs had two tasks. Totally, 39 missions included. In the analysis of “importance” and “frequency of usage”, the “Official Documents Receiving” was their priority duty. Moreover, using the mean of “importance” and “frequency of usage” as indicators, 22 items of “indispensable competence” and 17 items “required competence” were generalized. The professional competence for Section Chief of Documents & Files should contain 4 items of knowledge, 7 items of skills and 5 items of affection.
