Enterprises gain more economic benefits by adopting B2B information systems. The benefits may be reflected in increased productivity, increased revenue, or enterprises’ long-term position in a new field. The purpose of this study is to investigate the impact factors of enterprises when adopting B2B information systems. This study will base on TOE (Technology-Organization-Environment) theory and literatures review to build up a 3-level analytic hierarchy process framework. AHP and ANP were conducted to analyze the rate of impact factors. The SMEs and information consultancy services that used to adopted B2B information systems were required to implement the expert questionnaires in order to calculate and analyze the weights of individual factors. The findings show that organization context is the most important context for SMEs in TOE framework. The second and the third are environmental context, and technology background. In information consulting services industry, technology context is the most important context. The second is organization context, and the third is environmental context. In the last part of this study, impact factors were analyzed and compared from different perspectives. Enterprises can take it as a strong reference when adopting B2B information system in the future.
