Four phases of work and their mutual relationships in terms of decision making and interactions are analyzed. The four phases of work are (1) the owner’s design and management competence, (2) the owner’s planned and expected project duration, (3) the owner’s financial plan, (4) the design firm’s designing competence. Methodology of this research includes literature review, data collection, questionnaire, interviews, and relative importance index method (RII), as well as system thinking. Finally, the identified causes of interface problems are (1) designers are unfamiliar with the construction process, (2) designers are lack of experience and knowledge, (3) information and parameters important for the design work are insufficient and inaccurate, (4) the owner’s change order, and (5) the traditional lowest bid procurement system. The above findings are further analyzed by the system thinking technique.
