However, management and improvement can only be carried out based on the performance measurement results. Measuring performance in the public sector is not to appraise or discipline, but to identify problems. Solutions can then be proposed for efficiency and effectiveness enhancement. The primary objective of this study is to apply performance measures in the building administration authorities. Differences in performance and the underlying issues are further discussed. A three-stage study framework is engaged in this research. First, data envelopment analysis (DEA) is used to measure the organizational and individual performance in the building administration authorities. Second, social network analysis (SNA) is implemented to investigate the relations between the individual centrality and performance. Third, the System Dynamics(SD) is applied investigate the causal relationships between job performance and turnover rates or other factors. A system dynamics model is then established to develop the Management Flight Simulators. The findings from two local governments show that DEA can distinguish the effectiveness and efficiency of the individuals and working months in the building administration authorities. It also provides potential improvement analysis towards inefficient work months and individuals. Additionally, SNA proves the positive relations between the organizational members’ intra-relationship and their performance. Individual centrality can assist managers to investigate the underlying issues in an organization for ongoing organizational performance improvement. The framework of System Dynamics model allows it reusable for studying the basic model structures of organizational structure and behavior. This helps simulations and analysis in other similar organizations to achieve multi-dimensional and extensive research benefits. By combining qualitative and quantitative characteristics in these three methods, i.e. DEA, SNA, and SD, it is possible to identify organizational structures, resources, manpower, qualities and other factors for synergistic, optimal solutions. Decision-making, therefore, can be more scientific- and logic-based with higher qualities. This study outcome can also be employed to effectively manage and allocate the human resources and duties so as to strengthen organizational effectiveness and efficiency.
